Phillip Kay, MD, CLCP

Physician Life Care Planner Expert

Dr. Kay is a board-certified physiatrist, Pain Medicine subspecialist, and Certified Life Care Planner with over three decades of clinical experience. As a physiatrist, his training spans the full continuum of physical medicine and rehabilitation — including traumatic brain injury, spinal cord injury, amputations, and spine trauma — with a clinical practice focus on spine and orthopedic disorders, musculoskeletal conditions, and chronic pain. He provides expert witness services and physician life care planning for personal injury cases.

Dr. Kay completed his residency in Physical Medicine and Rehabilitation at UC Irvine and earned his medical degree from Saint Louis University School of Medicine. He spent over two decades in the Department of PM&R and Pain Management at Kaiser Permanente Woodland Hills, where he served as Chief of Service and Assistant Area Medical Director of Medical Specialties, and remains on staff as Partner Emeritus. He continues to practice in Woodland Hills, California.
